1. Post Context/Post Summary

Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.

The Communications Directorate is responsible for the management of information activities and capabilities in support of LANDCOM policies, operations and activities in order to advance the aims of the Command.

Information Environment Assessment (IEA) considers the IE in terms of open sources, public unclassified and classified available information. IEA supports StratCom decision-making and draws together the Info Ops, MilPA and PsyOps functions of media monitoring, web and social media monitoring, information network analysis, communications assessment and evaluation, Target Audience Analysis, hostile communications analysis. It works closely with G2 deliver the Comprehensive Understanding of the Operational Environment (CUOE) to support the comprehensive planning and the joint targeting process.

2. Principal Duties

The incumbent’s duties are:

  • Identify issues raised in the media and spot communications challenges as they emerge across NATO Own, earned & Hostile communications.
  • Demonstrate modern technical and data handling skills in fast-evolving digital media environment.
  • Be responsible for the day-to-day management of traditional media, social media and internal communication.
  • Output to meet deadlines while working under time pressure.
  • Analyses and report on the effectiveness of other actors’ information efforts, particularly disinformation or propaganda campaigns, on NATO operations and activities.
  • Provides real time data insights to allow NATO communicators the ability to capitalize on NATO’s own communications and mitigate the impact of hostile communications in the IE.
  • Communicates day to day media monitoring updates from various stakeholders.
  • Supports ACO’s broader IEA capability development by advising on data integration into existing analysis processes.
  • Supports to draft Information fusion summaries (media-related) for internal sharing – occasionally present the day’s news at internal meetings.
  • Critical thinking and time-management skill (akin to editorial deadlines). Strong writing and editing skills.
  • Understanding of key actors, theme performance, resonance, trend analysis, audience and narrative behaviours.
  • Ability to monitor and analyse (TBC) across domains with news from various media sources and share key items with the team.
  • Undertakes additional duties and assume other responsibilities as directed by the Chain Of Command.
  • Adaptable and willing to accept flexible working hours, including periodic early morning starts. Enjoy writing and feel comfortable presenting in front of an audience.

3. Special Requirements and Additional Duties

The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract

The incumbent may be required to undertake Temporary Duty (TDY) assignments both within and outside NATO’s boundaries and be willing to work out of social hours.

a. Professional/Experience

(1) Information science

Library, information and archival studies is the study of the methods of selecting, acquiring, organizing and storing collections of information, and facilitating the use of information. Museum and library studies are included here.

Secondary:

(2) Operational research

4. Desirable Qualifications

a. Professional Experience

Comprehensive knowledge of a data science programming language – preferably SQL and/or Python

  • Prior experience of working in NATO or in an international environment comprising military and civilian elements is desirable.
  • Experience in analyzing and generating polling data.
  • Working understanding of data privacy restrictions from all major social media companies and their impact on media monitoring.
  • Familiarity with cross-functional fusion including Intelligence, POLAD, Cyber, Stratcom, PAO, Engagement activity.

Managerial responsibilities: He/She requires to understand and develop budgets, resource proposals and inform programme of work. Managerial skills are required for programme/project management and resource management programmes.

Professional Contacts:

Post requires regular professional contacts within and outside the HQ and the organization. The incumbent solicits and provides information as well as advice. The job involves working with contacts within NCS and NFS Commands, as well as civilian organization/stakeholders, and requires high level of maturity, understanding of sensitivities within an international environment and diplomatic tact when dealing with others.

Contribution to Objectives: The post provides information, assurance and analysis and contributes directly to the planning, initiations and development of wide range of products submitted by HQ. Provide Direct feed into both the delivery and assessment of all StratCom messaging Objectives.

6. Additional Information

Allowances

Members of the staff who fulfil the conditions of eligibility laid down in the Civilian Personnel Regulations shall receive the appropriate allowances/supplements.
