Hill International is seeking a Commercial Finance Manager to oversee the financial operations across Southern Europe, the Balkans, Turkey, and the CIS region. The successful candidate will be responsible for managing and optimizing financial processes across multiple countries, ensuring accurate revenue recognition, and maintaining strong financial controls. This role requires a proactive leader with deep experience in multinational financial management, particularly in complex project environments.

Loc

  • Oversee the commercial finance operations across Greece, Cyprus, Italy, Romania, Albania, Serbia, Bulgaria, Turkey, Kosovo, Georgia, and Kazakhstan.
  • Collaborate with regional and country-specific finance teams to ensure consistency and accuracy in financial reporting and practices.
  • Supervise and ensure the accurate recognition of revenue for various projects, employing diverse methods such as Time & Material (T&M), Percentage of Completion/Cost to Complete (POC/CTC), and a monthly Fixed Fee.
  • Continuously review and improve revenue recognition processes to align with company policies and US GAAP standards.
  • Direct the management of the invoicing process, ensuring timely and accurate billing across all regions.
  • Implement and monitor procedures to minimize billing errors and discrepancies.
  • Control and reconcile WIP accounts, ensuring proper alignment between revenue recognition and billing.
  • Collaborate with project managers to review and adjust WIP balances, ensuring accurate financial representation.
  • Review and monitor AR ageing to optimize cash flow and minimize overdue receivables.
  • Manage monthly, quarterly, and annual internal controls related to AR, including the review of missing contract reports, bill rate changes, and T&M manual invoice reconciliations.
  • Act as a key liaison between the finance department and other functions such as accounting, tax, and treasury, providing essential support to the Operations teams.
  • Coordinate with Operations on critical project-related tasks such as Contract Management and Profitability reviews.
  • Ensure compliance with company policies, local regulations, and US GAAP standards.
  • Provide accurate and timely financial data and reports to auditors, ensuring transparency and adherence to audit requirements. 
  • Support the International Finance Director with ad-hoc financial analyses, reports, and special projects as needed.
  • Bachelor’s degree in finance, accounting, or a related field; MBA or CPA/CFA certification is preferred.
  • Minimum of 7 years of experience in a senior finance role, ideally within a multinational environment.
  • A proven track record in managing financial operations across multiple countries, with a strong understanding of regional financial practices.
  • Experience in project-based industries, particularly in construction, engineering, or consulting, is highly desirable.
  • In-depth knowledge of revenue recognition practices, including T&M, POC/CTC, and Fixed Fee.
  • Strong expertise in AR management, internal controls, and financial reporting.
  • Fluent in English.
