The position will be funded under the Development Cooperation project “Strengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Work”, The project is funded by the EU and linked to CPO TUR 101 (Outcome 1 -Strong Tripartite Constituents and Influential and Inclusive Social Dialogue). 

The overall objective of the project is to improve the respect for fundamental labour standards in the changing world of work. For reaching the intended aim, the project proposes a complementary two-pronged approach; i) enhancing the technical and advocacy capacity of social partners (SPs) and civil society organizations CSOs) on fundamental labour rights in the future of work, and ii) enabling social dialogue opportunities and the involvement of social partners and civil society organisations to enhance fundamental labour rights. 

Social partners (SPs) and civil society organizations (CSOs) in Türkiye are identified as the two target groups of the project.

The ILO will be operationally and technically responsible for the referred project which will be implemented and managed by the ILO in close cooperation SPs and civil society organizations (CSOs) in Türkiye.

The Monitoring and Evaluation Officer will be the main responsible person for the smooth implementation of the project’s monitoring and evaluation related tasks according to ILO rules, donor requirements and in line with project cycle management principles, and undertake the duties and responsibilities detailed under Section 3.  

The Monitoring and Evaluation Officer will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Türkiye.

Duties:

  • Monitor the implementation of project activities using a results-based management approach of the ILO.
  • Develop a performance monitoring framework, including data collection processes, sources, and addressing information gaps for effective measurement of indicators related to outputs, outcomes, and impact.
  •  Assist the Senior Project Coordinator in creating project work plans.
  •  Provide monthly progress reports on the project and respond to ad-hoc requests for updates.
  • Collect data and information on project indicators and outputs, preparing and submitting progress reports to the project management team and Office Director.
  • Coordinate the execution of evaluability assessment, mid-term independent evaluation, and final independent evaluation of the project, overseeing the work of the assigned expert responsible for carrying out these tasks
  • Participate in the ILO’s Evaluation Office network, collaborating with Regional Evaluation Officers, Departmental Evaluation Focal Points, Evaluation Managers, and other M&E Officers
  • Provide necessary data and information to the Evaluation Office for High-level Evaluations conducted in Europe, as and when required by the project
  • Monitor the quality, effectiveness, efficiency, and sustainability of activities, ensuring adherence to rigorous quality standards.
  • Identify bottlenecks, risks, and suggest strategies for improving project efficiency and effectiveness.
  •  Develop and maintain a project risk register aligned with the Office’s overall risk register.
  • Ensure high-quality analysis and findings from monitoring activities are effectively communicated to internal and external stakeholders in a timely manner.
  • Contribute to mandatory project progress reports and provide information for ad hoc reporting requests.
  • Support impact assessments of project interventions and monitor the long-term impact as outlined in the project document.
  • Monitor the work of implementing partners, contractors, service providers, and external consultants to ensure delivery of high-quality services/goods as per contractual agreements.
  •  Assist project staff with monitoring and evaluation (M&E) and result-based management (RBM) tools, providing support in their utilization.
  • Assist in preparing briefs, background information, technical reports, periodic progress reports, and statistical data on the status of relevant project activities.
  • Perform additional duties as assigned by Director of ILO Office for Türkiye and the Senior Project Coordinator.

Required qualifications:

Education:

  • First level university degree in economics, statistics, social or mathematical sciences, or related fields.

Experience:

  •  Minimum of two years of professional experience at the national level in monitoring and/or evaluation of development projects and programs, with a preference for experience in labor relations.
  • Experience in managing, monitoring and evaluation of EU-funded projects will be an asset.
  • Experience in implementing result-based management and collaborating with workers’ and employers’ organizations, as well as NGOs, will be an asset.

Languages:

  • Excellent command of English and Turkish both oral and written.
