ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization’s development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization’s normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results
The position is located under the Montreal Protocol Division (TCS/MPD) is responsible for planning, developing and implementing activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries to achieve their determined contributions to reduce emissions of greenhouse gases under the Paris Agreement. Making use of the capacity building and policy support, the services of the Unit foster transformation in manufacturing concerning technologies used in refrigeration, air conditioning and insulation with the effect of a reduction and change in working fluids and chemicals and ultimately a reduction of total greenhouse gas emissions.
Functions:
Türkiye as one of the Parties to the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer, owns a portfolio of projects and activities for the fulfilment of the Protocol in cooperation with UNIDO as the leading implementing agency in the country.
Institutional Strengthening for the Implementation of the Montreal Protocol in Türkiye
Under this portfolio, the Institutional Strengthening (IS) project has an important role for enhancing the existing capacity of National Ozone Unit (NOU) of the Republic of Türkiye established under Ministry of Environment, Urbanization and Climate Change, the Directorate of Climate Change, as being the national entity and focal point responsible for the national coordination of the Protocol activities.
The National Ozone Unit under the auspices of the Ministry of Environment, Urbanization and Climate Change of the Republic of Türkiye is responsible for the coordination of project implementation in accordance with the objectives and activities related to HPMP projects, Institutional Strengthening (IS) Project and Kigali Implementation Plan and has a major role in the process of monitoring all those project activities.
The IS project aims to provide assistance to the country, with the strengthening of the NOU for the fulfilment of the country requirements in line with the protocol, via various activities such as data collection and verification, country reporting, development and revision of relevant legislations, organization of public awareness activities, meetings, workshops, along with supporting the implementation of the MP national projects.
HCFC Phase-out Management Plan Stage I (HPMP)
On behalf of the Government of Turkey, stage I of the HCFC phase-out management plan (HPMP) is being implemented by UNIDO as the lead implementing agency.
The overarching strategy of the HPMP is based on the ODS phase-out regulation of 12 October 2008, with the following strategic priorities: strengthening the control of HCFC imports and use; complete phase-out of HCFCs used in the foam and servicing sectors; technical assistance to the refrigeration servicing sector; training of refrigeration and air-conditioning technicians as well as of customs officers; and ODS destruction capability.
Preparation of Kigali Implementation Plan (KIP)
The Government of Türkiye has ratified the KA on 10 November 2021. On behalf of Türkiye, UNIDO as lead implementing agency and UNDP as cooperating agency has approved for funding for preparing HFC phase-down plan for stage I of KIP during the period of 2024-2029. The implementation of the KIP stage I is expected to start in January of 2025 to meet the 10% phase-down of HFCs by 2029.
Preparation of national inventories of banks of used or unwanted controlled substances
This project aims at making an inventory of unused or unwanted quantities of refrigerants and developing a national action plan including priorities for sound refrigerant management: identification of key stakeholders, establishment of a working group to assess unused or unwanted refrigerant, RAC equipment at the end of its life cycle, and emissions of unused or unwanted to the atmosphere; training on good practices for refrigerant management; and identification of priorities for improving future refrigerant management.

Under the direct supervision of the Project Manager and in close cooperation with the project team in the HQ and field location, the National Project Associate will be responsible for the following main tasks:

Note: Local travel to specific sites visits will be settled through separate authorizations. Related travel costs are not included under the current ISA. Education: Advanced University degree (Master’s or equivalent) degree in environment, international development or relevant fields is required.
Technical and Functional Experience:
Languages: Fluency in written and spoken Turkish and English is required.
