We are amongst the market leaders in the field of energy efficiency, resource efficiency and environmental services, providing consultancy and management support to a variety of commercial and governmental clients, ranging from national banks to utilities, ministries and international funding organisations.
We are looking for a Procurement expert to join our team in the Ankara or Istanbul office.
Key Duties and Responsibilities will include, but are not limited to:
-
Preparation of Tender Documents based on EBRD rules and standards.
-
Review available technical specifications and associated documentation (i.e. B/Q and drawings) to ensure their suitability for open competitive tendering;
-
Prepare the draft tender document in accordance with EBRD Two Stage Tender
-
Review EBRD templates and compare with the draft tender documents which have been prepared already.
-
Ensure that the TD is fully consistent with the requirements of the EBRD Procurement Policy &Rules.
-
Advise on the possibilities for alternative tenders and the treatment of these in the TD.
-
Correspondence with the Employer to get their opinions and approvals.
-
Work with Stantec team to finalize tender documents (with special focus on schedule of commitments, Schedule of prices and Particular)
-
Review tender documents in particular references to FIDIC Yellow Book clauses, schedule of commitments, process guarantees, PCC etc.
-
Evaluation of Tender Documents as a whole (Administrative, Technical and Financial) According to Related Specifications.

Develop appropriate tender evaluation and qualification criteria;
-
Lead the tender evaluation team.

Conduct Clarification Meetings with the Tenderers
-
Conduct Evaluation Meetings with the Evaluation Committees of the Employer
-
Preparation of minutes of meeting,
-
Preparation of clarification requests,
-
Review clarification responses and documents
-
Preparation of Tender Evaluation Reports
-
Coordination with Evaluation Committees of the Employer and inform them about all correspondences (Outgoing and Incoming)
-
Conduct Weekly Progress Meetings with the Employer / Project Implementation Unit.
-
Correspondence with the Employer to submit progress reports and tables regularly
-
Preparation of Draft Agenda for Weekly Progress Meetings
-
Preparation of Minutes of Meetings for Weekly Progress Meetings
-
Preparation of Contract Documents
-
Review available documentation and revise (if necessary)
-
Draft Contract Agreement
-
Correspondence with Candidate Contractor to get required documentation.
-
Review documents submitted by the Candidate
Contractor and ask for revisions (if necessary).
-
Preparation of Contract Amendments
-
Contribution to the Preparation of Monthly and Quarterly Progress Reports (Especially to the Procurement Parts)
-
Contribution to the Preparation of Project Completion Report for Design and Procurement Phase.
-
Travelling to Egypt upon necessity.
-
Ability to use ECEPP effectively in each step of the Procurement Operations.

Qualifications:
-
Bachelor degree in economics, civil engineering or other related subjects
-
Computer skills (MS Office software)
-
Good interpersonal and communication skills
-
Excellent command of English
-
Working knowledge of Arabic preferred
General professional experience:
-
Minimum 15 years of professional experience in the water or wastewater sector
-
Minimum 5 years work experience in international projects
-
Minimum 3 years of work experience in developing countries
Specific professional experience:
-
Minimum 5 years of experience as a procurement expert in comparable projects with procurement of services, goods and works
-
Practical knowledge and understanding of IFI disbursement and accounting procedures (preferably EBRD), and FIDIC Conditions of contract
-
Extensive experience with international donor agencies
-
Regional experience is an advantage
