Resilience is one of the six signature solutions in UNDP’s Strategic Plan 2022-2025 – alongside poverty and inequality, governance, environment, energy and gender equality. UNDP’s support to countries on climate change and disaster risk reduction is shaped by three important global agreements: the Paris Agreement on Climate Change, the Sendai Framework on Disaster Risk Reduction, and the 2030 Agenda for Sustainable Development. 

The interconnection between climate change, disaster risk and resilience holds particular importance in the Europe and Central Asia region, given its unequal burden of disasters resulting from accumulated layers of hazards, vulnerabilities, and risks. This complexity is further compounded by new risk drivers from hydrometeorological and geophysical hazards, rapid urbanization, environmental degradation, air pollution, inadequate infrastructure and others factors. The manner in which the region addresses risk factors in all new investments in the public and private sectors, and how it mainstreams disaster risk reduction into current and future policies, plans, programmes, and projects will shape the outcome of the global development agenda.

Within its mandate, the UNDP Istanbul Regional Hub, under the Climate and Disaster Resilience portfolio, supports policies and programmes in the RBEC Country Offices (COs) in alignment with the global frameworks. Additionally, the Climate and Disaster Resilience portfolio involves several regional projects focusing on climate resilience, disaster risk reduction and the management of man-made technological disasters, amongst others.

Duties and Responsibilities

The Programme Analyst will be based in Istanbul, Türkiye. Reporting to the Climate and Disaster Resilience Team Leader, the analyst will be closely working with the DRR regional programme specialist, RBEC COs, UNDP IRH and global DRT teams, as well as international/multi-lateral partners. 

The incumbent will be responsible for providing technical and functional support in implementing the climate and disaster resilience portfolio and for establishing programmatic connections across other relevant thematic areas. This includes addressing country-specific research needs across various policy domains, such as air pollution, environment, and disaster risk reduction and management, risk governance, urban resilience, nature-based solutions, as well as risk financing and insurance, amongst other emerging areas. 

Provide technical guidance to the implementation of the climate and disaster resilience portfolio:

  • Facilitate integrated approach, cohesion and coordination functions across thematic priorities of the CDT portfolio in relation to innovation and technology developments.
  • In coordination with CDT unit, support RBEC COs to identify gaps and opportunities for development of new policies, projects and thematic pipelines. 
  • Ensure effective regional projects implementation including progress monitoring, quality assurance, board meetings and reporting functions. 
  • Contribute to development of project proposals and concept notes for new programmatic ideas. 
  • Facilitate development of briefings and speeches both at regional and country levels, as applicable. 
  • Build trust and maintain effective corporate relationships with RBEC COs, donors and international partners.

Contribute to knowledge management and capacity building initiatives: 

  • Contribute to the development, review and quality assurance of knowledge products in close coordination with the relevant UNDP IRH and HQ units, as well as RBEC COs:
  • Coordinate learning webinars and capacity building activities for the RBEC DRR focal points.
  • Support organization of the CDT events and trainings including outcome documents, post event reports, list of participants and agenda.
  • Contribute relevant inputs to UNDP publications, presentations, websites, newsletters, and other outreach products as required.

Research support for integration and policy development:

  • Facilitate analysis and research functions to initiate technical policy documents that respond to country office needs, particularly focusing on environment/nature, resilience, innovation and financing aspects in urban areas. 
  • Collect and analyze lessons learned and best practices from regional projects to support policy development.
  • Identify key initiatives, stakeholders and portfolio solutions in the areas of disaster risk reduction, resilience and environment.

Establish partnerships and open channels of communication:

  • Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio. 
  • Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement. 
  • Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. 
  • Make recommendations to the management team on activities with potential for scale-up, replicability and synergies. 
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners. 
  • Support resource mobilization efforts and project development.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Regional Programme Analyst will work under the overall guidance and supervision of the UNDP Istanbul Regional Hub Climate and Disaster Resilience Team Leader. She/he will closely work with the Regional Programme Specialist and RBEC COs. The implementation of this assignment foresees close work with the main national partners, such as the Civil Protection and Emergency Situations Services, Ministries of Natural Resources, Climate Change and Environment, as well as other respective national partners, including state institutions, civil society and international organizations.

Required Skills and Experience

Education:

  • Master’s degree in one of the following areas: Environment, Energy, Disaster Risk Reduction or Natural Resource Management studies or related field.
  • Bachelor’s degree in the above-mentioned fields with additional 2 years of qualifying experience will be given due consideration in lieu of the Master`s degree.

Experience:

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of work experience in disaster risk reduction, climate change, resilience and environment issues in ECIS region, experience with SDGs and Agenda 2030 is required. 

Languages:

  • Fluency in English (both written and spoken) is required. 
  • Knowledge of Russian, Turkish or any other ECIS language is an asset. 

Required Skills:

  • Experience in research and reporting on development, resilience, environment, disaster risk reduction or energy issues in the countries of ECIS.
  • Prior experience in UNDP or international development organizations

Desired Skills:

  • Experience in project/programme monitoring and reporting to the EC in environment, climate resilience, disaster risk reduction, or any other relevant field is desirable. 
  • Proven experience in developing knowledge products on environment, disaster risk reduction and resilience related issues is considered highly desirable.
  • Strong organizational and coordination skills for preparing high-level events are considered highly desirable.
